House of Delegates 2023 Report
(Posted: 08/10/2023)

The House of Delegate Meetings took place over 3 days in July: A virtual meeting on July 8 and in-person July 23-24.

Elections

Elections for Speaker of the House, Treasurer, 4 Directors for the Board and 2 Nominating Committee members were held on July 8. More info can be found here: 2023 Election Results

Motions

There were 28 motions:  2 postponed indefinitely, 5 withdrawn, 1 ruled “out of order”, 2 defeated, and 18 passed.

APTA Board-Certification

Two motions amended the present ABPTS Certification to add “Subspecialty” certification language under ABPTS authority.  Hand Rehabilitation is included as a “subspecialty”.  Subspecialties will be eligible to petition for the creation of a subspecialty exam and recognition as APTA board-certified clinical subspecialists.

Two motions affected PTAs:  The first, a by-Laws amendment, was passed allowing components to elect one PTA delegate to serve in the HOD in addition to the two PTA engagement group delegates.  Components will have to review their by-laws regarding delegate representation and decide whether to adopt this change.

In the second motion, the BOD was charged with exploring alternate models of education and practice to develop a consistent scope of work for the PTA, based on recommendations from the PTA Education Summit and subsequent report.

Seven motions charged the BOD to take action, including the PTA education mentioned above: to promote PTs as providers for post-acute Covid-19 care, to develop social media marketing strategies for components, APTA was charged with providing education and support for components for social media marketing, to create resources related to screening, referrals and authorization for participation in community-based health promotion, injury prevention, and physical activity programs, develop a plan to promote pay equity on the basis of sex/gender/gender identity in physical therapy, advocate for streamlined credentialling process emphasizing portability, and to develop a searchable system for House business from 2018 forward.

Five motions directed the BOD to adopt positions including:  support for education to identify signs of human trafficking, inclusion PT referral in CPGs and recommendations, pay equity, pay transparency by PT and PTA employers, initiatives to improve rural health, and primacy of regulatory statutes over third-party payer policies.

Apr 11, 2022: Webinar April 11, 2022 Targeted UE Rehab Strategies for Infants & Toddlers

Sue Duff MPT, EdD, OT/L, CHT will present Targeted UE Rehab Strategies for Infants & Toddlers on Monday April 11, 2022.

The webinar is from 8:00 to 9:00 pm ET  Registrants can earn 1.0 contact hours of Continuing Education.

Based on the evidence, engaging, activity-based treatment options may be the most effective means of fostering recovery in infants and toddlers with neurological conditions. Targeted strategies promoting self-generated action may best improve outcomes. The speaker will begin this webinar with a review of select problems linked to hand and arm dysfunction in infants and toddlers, presenting with peripheral nerve or other neurological conditions. The session will progress to a review of novel treatment methods focusing on low-cost and technology-based options used to foster motor learning and prehensile skill. While promising, some programs require further investigation before implementation into home-based or clinic programs. The session will end with a group discussion to critically assess the interventions reviewed and alternatives, with regard to timing, intensity and the ability to address key clinical problems.

2022 Webinar Series launches Wednesday March 23rd  from 8:00-9:00pm ET

Thumb CMC Arthritis: Conservative Hand Therapy  with   Stacy Hite, PT, DPT, MS, CHT

Pain that limits hand function affects crucial self-care tasks, independence, and participation in activities for pleasure and recreation. Being over 40 years old is a risk factor for developing thumb CMC pain. Up to 1 of 3 post-menopausal women have symptoms due to thumb CMC arthritis. Chances are clients you are treating for other diagnoses have this painful, limiting condition. This webinar will give you knowledge and tools for initial conservative treatment for thumb CMC arthritis, thus providing an opportunity for further improving the quality of life for your clients.

LEARNING OBJECTIVES

Participants will be able to

  • Identify dynamic and static stabilizers of the thumb CMC joint
  • Identify deforming forces at the thumb CMC joint and interventions for preventing these factors
  • Prescribe a conservative management program including home modalities for pain, appropriate orthoses and appropriate neuromuscular reeducation activities for dynamic stabilization.
